From January 3 to 5, Nanhai District of Foshan entered the time of the two sessions. During this period, Mr. Wang Bowei, member of the Standing Committee of the CPPCC of Nanhai District, vice chairman of the Nanhai Knowledge Association, academician of the National Academy of Engineering of Ukraine, and founder of Linzhi Technology ACF Laboratory, gave interviews to Nanfang Daily, Guangzhou Daily, Foshan Daily, the Pearl River Times, Yangcheng Evening News, New Express and other media, talked about his proposal of "Suggestions on how to improve the effectiveness of the transformation of scientific and technological achievements in the South China Sea", and made suggestions for the transformation of scientific and technological achievements in the South China Sea from many aspects.
This government work report pointed out that one of the difficulties and challenges on the way forward in the South China Sea is "the lack of connection between innovation platforms and local enterprises, the low efficiency of scientific and technological achievements transformation, and the lack of support for industrial development". In response to this difficulty, Wang Yong, the head of Nanhai District, put forward in the report that one of the key tasks in 2022 is to "coordinate the reform of scientific and technological innovation resource agglomeration and scientific research achievement transformation mechanism, and promote the transformation of new and old kinetic energy to achieve new breakthroughs".
"As a scientific and technological worker, I am very excited to see this place." Wang Bowei said that the transformation rate of scientific and technological achievements in China is about 5%, and that in developed countries is 40 to 50%, which is nearly ten times the gap. What is the reason? In the final analysis, the most essential reason is that the whole chain is blocked. In this regard, Wang Bowei put forward two suggestions: first, take the use as the core, government guidance, enterprise leadership, and scientific research empowerment, and effectively open the path or chain of scientific and technological achievements transformation of political, industrial, educational, research, and use. For example, the ACF laboratory has completed basic research, applied research, achievement transformation, pilot test platform, testing and inspection, as well as productization, marketization, industrialization and capitalization, and the transformation rate of scientific and technological achievements has reached 40%. Second, based on the practical experience of ACF laboratory, Wang Bowei put forward a bolder view: Is it possible to solve problems without transforming scientific and technological achievements? The answer is yes. This is a question of thinking or starting point. Our existing system is that the achievements of scientific research institutes, the transformation of government, industry, education and research, and the application of enterprises to find customers. However, if we take "use" as the center and the starting point, solve the problem based on a need, bring out the results, and then bring out the patents, standards, and papers, that is to say, the results, patents, standards, and papers are by-products, not the products themselves, and solving the problem is the core. At this time, there is no need to transform the results, because they have been transformed.
